How Quality Assurance Should Change to Support Foundation Subjects

We’re big fans of any time an inspectorate tells us not to create more paperwork. What we’ve been hearing from our discussions with schools over the last 6 months is that they do, too.

The renewed school toolkit and operating guide puts focus on whether leaders and staff deliver the curriculum across all subjects, year groups and key stages, whether the basic curriculum is in place (including RE), and whether pupils make progress across the wider curriculum, not only in English and maths.

Inspectors are explicitly told not to require inspection-only paperwork relating to curriculum or specific subjects.

The practical implication for history, geography, art and design, music, PE, languages, design and technology, computing and RE is clear: schools do best when they can show a sequenced subject curriculum, secure subject vocabulary, visible inclusionand credible evidence that pupils remember and apply what they have been taught.

Recent school inspection reports name foundation subjects positively where these things are strong, and name them explicitly when they are weak. 

We’ve seen other, more recent signals that this change is coming for all phases, with DfE announcements pushing for parity for creative subjects, greater breadth of curriculum and stronger enrichment opportunities included in the curriculum. The suggestion from the DfE April 2026 white paper is that Ofsted’s toolkits will be updated again in September 2026 to reflect new enrichment benchmarks – a policy direction schools might want to anticipate.

What Inspectors Are Saying About Subjects

We did some reading of recent reports that mention subjects to see what was being said. Some examples are below:

The negatives matter just as much, with comments from a January 2026 report stating that history and geography did not build pupils’ knowledge securely enough, and another found modern foreign languages insufficiently structured for knowledge and skills to build over time.

This points to an increased focus on foundation subjects and their importance. They are now named when sequencing, pedagogy or curriculum coherence are weak.

The most common weaknesses are predictable: claiming breadth without secure sequence; relying on trips or theme days instead of strong subject teaching; weak mixed-age or small-school sequencing, especially in languages; inconsistent teacher subject knowledge; RE or music squeezed into assemblies, tutor time or occasional events; and website pages that advertise activities but say little about knowledge, progression or inclusion.

  • In schools with a strong religious ethos, can leaders still evidence academic breadth and genuine engagement with other beliefs and worldviews?

Website Pages and a Sample Structure

Remember – no ‘inspection only paperwork’. However, Ofsted do review the school website as part of their preparation. If you can provide an accurate and concise curriculum overview that parents would value as well, that’s the way to do it. 

A strong subject page usually includes:  

  • a brief subject vision;  
  • curriculum end points;  
  • a simple progression summary;  
  • coverage and key concepts;  
  • inclusion/adaptation statement;  
  • enrichment that extends the taught curriculum;  
  • how leaders check impact;  

Any specific documents only if they are live and useful to parents.

What Evidence Might You Already Have?

The best evidence is usually existing school evidence, well chosen 

  • a current curriculum map;  
  • two or three representative work samples showing progression;  
  • development plans or notes showing work in these areas; 
  • a short leader evaluation naming strengths and next steps;  
  • participation data for clubs, trips and performances by group;  
  • examples of adaptation for SEND/disadvantaged pupils;  
  • brief governor minutes showing challenge about curriculum breadth and participation.  

Inspectors are told to review pupils’ work, speak with pupils and leaders, and avoid requiring bespoke inspection formats.
