This free Inclusion Diagnostic and Rubric is a structured framework designed to help schools and trusts evaluate and strengthen inclusive practice across a range of key dimensions, including culture, identification of need, provision, leadership, and impact. Each dimension is clearly defined across four stages (Emerging, Developing, Secure, and Leading) allowing leaders to assess current practice and understand what stronger, more embedded inclusion looks like in practice. The framework emphasises consistency, early intervention, and the removal of barriers, with a clear progression from reactive or inconsistent approaches towards sustained, system-wide inclusion that improves outcomes for all pupils.
Alongside the rubric, the resource provides practical prompts, observable indicators, and suggested data sources to support meaningful evaluation, as well as space to capture strengths, gaps, and short-term actions. This ensures that the framework is not just descriptive, but actively supports improvement planning and ongoing review.
Use this framework to carry out effective self evaluations of inclusion in your school and provide evidence-based feedback. Schools can use it independently or integrate it directly into our Flourish Quality Assurance software, where reviews can be stored, analysed, and tracked using powerful reporting tools such as heat maps and trend analysis.
